			<content:encoded><![CDATA[<p>Democrats on Friday named Carte Goodwin as the temporary replacement to take the West Virginia seat in the US Senate left vacant last month after the death of Robert Byrd, paving the way for the state’s governor to run for the seat in special elections later this year. </p>
<p>Governor Joe Manchin chose his former chief counsel, 36-year-old Mr Goodwin, to fill the seat previously occupied by Mr Byrd, the US’s longest serving senator, <span id="more-26864"></span> who died last month at the age of 92.</p>
<p>Mr Goodwin will be sworn in on Tuesday and will serve until November.</p>
<p>Mr Manchin, a Democrat, is tipped to run for the seat when elections are held. State lawmakers are discussing when a special election will be held, before the seat is filled for the full six-year term during November’s nationwide Congressional elections.</p>
<p>Mr Goodwin worked as Mr Manchin’s lead attorney between 2005 and last year, when he joined his family’s law firm. He is not expected to run in the special election, local media reported on Friday.</p>
<p>Democratic leaders in Congress are eager to have the seat filled quickly because without Mr Byrd’s vote Democrats have been two votes short of the super-majority they need to ram through legislation.</p>
<p>Even though they will still be one vote short after Mr Goodwin takes the seat, his vote will mean Democrats will need to win over one less Republican to pass legislation. This week’s financial regulatory reform bill was passed with the support of three Republicans.</p>
<p>Mr Goodwin’s vote is not, however, likely to make the passage of climate change legislation any easier. Democrats plan this month to put forward a bill that would promote clean energy and crack down on fossil fuels, a proposition that is not popular in West Virginia, a coal mining state.</p>

 The fact that many of the Accountability Commission recommendations have been approved and that the only recount granted so far was requested by al-Maliki has opened up the country&#8217;s judiciary to accusations of bias and partiality to the prime minister&#8217;s government.<br />

			<content:encoded><![CDATA[<p>BISHKEK, April 14 -The US said on Wednesday it was prepared to help Kyrgyzstan’s new rulers, adding pressure on the ousted President Kurmanbek Bakiyev, who hinted that he may go into exile. </p>
<p>The uncertainty over Bakiyev’s position has disrupted flights out of the Kyrgyz air base which the United States rents to support the war in Afghanistan, and Russian President Dmitry Medvedev warned that the impoverished Central Asian country <span id="more-17080"></span> may be on the brink of civil war. </p>
<p>“I feel optimistic about the steps (the interim government) is already taking &#8230; the United States is prepared to help,” Robert Blake, US assistant secretary of State, told reporters after meeting interim government chief Roza Otunbayeva. </p>
<p>Blake is the highest profile US official to visit Kyrgyzstan since Bakiyev’s opponents took power after an April 7 uprising during which troops repeatedly fired into crowds of opposition protesters in the capital. At least 84 people died in the clashes. </p>
<p>Ms Otunbayeva said the Manas air base was not discussed and that Mr Bakiyev must be held accountable for the protest deaths. </p>
<p>“He must stand trial,” said Ms Otunbayeva. “If we get our hands on Bakiyev, then he will be put on trial. He has already had his chance to leave,” she told reporters after meeting Mr Blake. </p>
<p>Mr Bakiyev denies giving the order to fire into the crowds, but his brother Dzhanibek Bakiyev, the chief of the presidential bodyguard, has admitted doing so. </p>
<p>Washington is concerned the crisis will affect its five-year lease deal with Kyrgyzstan for use of Manas. After last week’s upheaval, members of Ms Otunbayeva’s interim government had suggested the lease would be shortened. </p>
<p>Russia also has an air base in the country and Moscow has long sought to evict the US from Central Asia, a strategically important region wedged between China, Afghanistan and the Caspian Sea. </p>
<p>The interim government says it will abide by its agreements on Manas, but its pro-Russian sympathies have given rise to suspicions the Kremlin may try to use the base as a lever in its relations with Washington. </p>
<p>Mr Medvedev suggested Bakiyev should formally step down to defuse a crisis he said could develop into a “second Afghanistan”. </p>
<p>“As I understand it, Kyrgyzstan is on the verge of civil war,” Mr Medvedev told an audience at a think-tank in Washington, where he was attending the global nuclear security summit. </p>
<p>After the provisional government threatened to send special forces to arrest him, Mr Bakiyev on Wednesday hinted that he might leave the country if the government guaranteed his safety and that of his family. </p>
<p>“I am not clutching at my armchair and I have not said that I am not going to step down under any circumstances,” he told reporters in his village. </p>
<p>“What I said is, that if the issues of my personal safety and the safety of my family members are resolved &#8230; and if there is stability in Kyrgyzstan, then I am ready to consider this question,” he said. </p>
<p>“To argue that the president of Kyrgyzstan would not under any circumstances step down and that he would not leave the country is not the way the question should be posed,” he said. </p>
<p>Mr Bakiyev’s sharp change of tone – after days of defiance and veiled threats of conflict – could open up a path out of the turmoil, though fears of ethnic strife reared their head on Wednesday when Uzbeks rallied in the southern city of Jalalabad. </p>
<p>“I feel something is being cooked up. I feel that something bad is in the air,” said Mr Muradillo, a 34-year-old Uzbek musician in Jalalabad, who gave only his first name for safety reasons. </p>
<p>Jalalabad is in the Ferghana valley, a cauldron of ethnic and tribal tension in the heart of Central Asia that was the scene of violent clashes in the last days of the Soviet Union. </p>
<p>Uzbeks in the region demanded autonomy from the Soviet republic of Kyrgyzstan, provoking a deadly backlash that killed at least 300 people. </p>
<p>At least 2,000 ethnic Uzbeks attended a rally on the central square in Jalalabad on Wednesday to protest against Mr Bakiyev. Later, about 1,000 Kyrgyz Bakiyev supporters rallied at the same square. </p>

For months, ousted Honduran President<br />
 &#8211; with the backing of the world community &#8211; has demanded that Roberto Micheletti step down as the interim president of this Central American nation roiled in political conflict.<br />
 Thursday evening, he may have gotten his wish: Mr. Micheletti told the nation that he will likely leave the presidency to allow voters to concentrate on upcoming<br />
 Nov. 29.<br />
 <span id="more-7083"></span> But his leave, which would only be temporary, has done little to appease supporters of Mr. Zelaya, nor is it likely to sway the opinion of countries that have said they will refuse to acknowledge<br />

 &#8220;He says he&#39;s stepping down, but he&#39;s really just leaving the country without a president for a week,&#8221; says Rasel Tome, an adviser to Zelaya. &#8220;It&#39;s a vile trick he&#39;s playing on<br />
 and the international community. It&#39;s a farce. This is still a coup.&#8221;<br />
 On Thursday evening, in a national broadcast, Micheletti said that he could step down from Nov. 25 to Dec. 2, when the Honduran Congress is expected to vote on whether to allow Zelaya to return to office &#8211; part of a deal brokered by the US.<br />
 &#8220;My purpose with this measure is for the attention of all Hondurans to concentrate on the electoral process and not on the political crisis,&#8221; Micheletti said in a statement, promising to return to office should a<br />
 arise. He did not say who, or if another president, will govern in his absence, only that his cabinet will operate &#8220;normally.&#8221;<br />
 Zelaya, who has been stuck in the Brazilian Embassy after he snuck back into Honduras Sept. 21, immediately called Micheletti&#39;s announcement a ruse. Zelaya was kicked out of the country in June for pushing forward with a nonbinding referendum to explore constitutional change. His critics say he was intending to scrap<br />
 , forbidden under the current Constitution. He has denied the allegation.<br />
 Zelaya has said he will not recognize the Nov. 29 elections and has also warned he will not retake the presidency if Congress votes on his restoration after<br />
 , as lawmakers have said they intend to do. Zelaya has called for elections to be postponed.<br />
 Under a US-brokered deal, Zelaya had initially agreed to allow Congress to decide his fate, but Honduran lawmakers, who were not bound to a deadline under the agreement, have stalled on making a decision. Zelaya has since pulled out of the agreement.<br />
 support Micheletti&#39;s decision. &#8220;I don&#39;t support Micheletti or Zelaya, but I think Micheletti is acting in the best interests of our country,&#8221; says Edgar Coella, standing with friends outside a downtown hotel. &#8220;[It] shows he&#39;s not interested in power. What he wants is peace.&#8221;<br />
 Juan Santos, a resident of Tegucigalpa, says he hopes that Micheletti&#39;s move will encourage the international community to recognize elections and heal divides between those who support and oppose events in Honduras. &#8220;[Micheletti] just didn&#39;t want any more problems,&#8221; he says.<br />
 Yet Micheletti&#39;s decision will probably sway public opinion. The US has said it plans to recognize the Nov. 29 vote since both sides agreed to the terms of the deal, but countries such as<br />
 have promised they will not.<br />
 &#8220;It might give a fig leaf for certain countries already so inclined to recognize the election,&#8221; says Eric Farnsworth, vice president of the<br />
 , a consultancy based in New York. &#8220;But otherwise I&#39;m not sure it&#39;ll have a dramatic impact, because the key question has always been Zelaya&#39;s status, not Micheletti&#39;s. So long as the Congress won&#39;t vote on his return until after the election, the step by Micheletti is more for PR than a serious way to move the discussions forward.&#8221;<br />

 Roberto Micheletti said he will consult his advisers and those who have supported his government on whether he should step aside ahead of the Nov. 29 election and until at least Dec. 2, when Congress is scheduled to vote on whether to reinstate ousted<br />
 .<br />
 Micheletti did not say who would be in <span id="more-6996"></span> charge of the government if he takes the weeklong leave of absence.<br />
 &#8220;My purpose with this measure is for the attention of all Hondurans to concentrate on the electoral process and not on the political crisis,&#8221; Micheletti said in a message broadcast on<br />
 .<br />
 He said he would immediately return to the presidency should threats to &#8220;order and security arise.&#8221;<br />
 on June 28.<br />
 Zelaya, who has been holed up at the Brazilian Embassy since slipping back into the country on Sept. 21, called Micheletti&#8217;s announcement &#8220;an easy maneuver &#8230; to deceive fools.&#8221;<br />
 Zelaya again warned that he would not return to the presidency if Congress votes to restore him after the elections, saying doing so would legitimize the coup.<br />

 Both Zelaya and Micheletti signed an agreement brokered by U.S. diplomats last month. However, the two sides are now at odds over whether the pact is being fulfilled.<br />
 The accord calls for formation of a national unity government, but does not require Zelaya&#8217;s restoration to office, leaving that decision up to Congress.<br />
 Zelaya declared the pact a failure two weeks ago when Micheletti announced the formation of a unity government before any vote by Congress.</p>

 There is no indication that Enzo Micheletti&#8217;s killing was related to the June 28 coup that brought his uncle to power, police spokesman Orlin Cerrato said. Enzo Micheletti, 24, was not known to be involved in politics.<br />
 The young man&#8217;s body was found Sunday in the woods in the northern city of Choloma, <span id="more-4686"></span> police said. He had bullet wounds to his head and chest and his hands were tied behind his back. The body of another, unidentified man was found nearby.<br />
 Lawmakers voted Micheletti, the former head of Congress, into the presidency after soldiers ousted<br />

 In an apparently unrelated attack, gunmen killed army Col. Concepcion Jimenez on Sunday night outside his home in the capital,<br />

 Military spokesman Ramiro Archaga said investigators had not established a motive. Jimenez managed the Military Industry of Honduras, an agency that makes uniforms for Honduran troops.<br />
